Implement a tool which determines the fastest traversal tensor order for various scenarios.

Scenarios are:

single stride tensor, no constraints
single stride tensor, F or C
single stride tensor, vector loop
two stride tensors, no constraints
two stride tensors, F or C
two stride tensors, vector loop
