  • upgrades to tslint 6.0 and tslint-react 5.0
  • removes tslint-config-prettier since formatting rules were disabled in TSLint 6.0, making the config obsolete.
  • adds some rule configuration to @blueprintjs/tslint-config to retain some of the stricter rules which were disabled in TSLint 6.0
    • we should replace these with ESLint rules soon, but I wanted to keep this PR simple by avoiding changing of rule implementations
