Feature: Adds PaperlessTask admin page interface

Proposed change

Not that it should be seen again, but adds a interface to allow deletion of the PaperlessTask rows more easily. See #2158 requiring manual database actions. With this, it can be avoided and adds benefits to a user.

Does this perhaps accidentally contain the builder change too? Admin page seems all good, but yes hopefully we’re slowly approaching never needing them, but not quite! :)
