Feature: Enable images to be released on Quay.io

Proposed change

This updates the workflow to allow our images to also be pushed to Redhat's Quay.io repository, following the same rules as our pushes to Docker Hub. If should all work perfectly, but I won't know for certain until it's in dev, as feature branches are not pushed to the other registries.

For maintainers and admins, I can add you to the organization on Quay.io if desired. Shoot me a message on Matrix if you want access.

Awesome, yes I love the idea of not being reliant on any of these when the next docker-hub-pocalypse happens (and then un-happens)
