Chore: Update default Postgres version for new installs

Proposed change

This should only affect users who are using the install scripts. I added a section to our admin docs about upgrading the database. I would have sworn this already existed, but I couldn't find it.

Great, note in the docs is helpful too, we recommend not require. And yea that why-upgrade thing is cool
