If a window is tiled on minimize, then restore to tiling. Otherwise restore to scratch layer. #840

Resolves #838.

PaperWM restores a hidden (minimized) window to the scratch layer. This PR changes this behaviour to restore to tiling (if the window was originally tiled before minimizing)... which is probably more intuitive.
