This reverts commit ed7def6.
Imo it is a good moment to restore this functionality - we'll be updating polkadot subtree (hopefully) soon and I'd like to test it on Rialto<>Millau bridge before.
This PR breaks relay because relay is using RPC and since new argument is added to the RPC method, relay refuses to work with previous nodes.
