previous page should not be active on 0 items Pagination objects

Describe the issue. What is the expected and unexpected behavior?
The previous page navigation element ( the '<' arrow ) is active on No Items (0 element Paginators).

Please provide the steps to reproduce. Feel free to link CodeSandbox or another tool.

This is a bug. It's not blocking us as we have a workaround for it.
