Creates a cluster of three VMs with one Consul server (192.168.99.100) and two regular Consul agents (192.168.99.101/102) on them.
- Vagrant (tested on 1.9.3)
- VirtualBox (tested on 5.0.30)
vagrant up- Navigate to 192.168.99.100:8500
