…Switch from using UglifyJS to Terser to get rid of those security warnings. Also add npmrc and yarnrc so that installing works automatically.

fix: Update jest and mocha packages to get rid of security warnings. Switch from using UglifyJS to Terser to get rid of those security warnings. Also add npmrc and yarnrc so that installing works automatically.
