The mainfest.json version is 3, it just support 88 or higher version.

Manifest v2 has been deprecated by Chrome, and will not be supported in the future. https://developer.chrome.com/docs/extensions/mv3/mv2-sunset/

What's the scenario that uses the old version browser?
