Save changes button not activated on setup page

When you modify an existing project by adding "write users" the save changes button does not activate. But when you select the survey field it does.

This should not be changed, as otherwise we would have to respond to onkeyup, which would cause a lot more updating of the page and might not work on some browsers. I think people can figure this out.
