The new field
last_vote_timein the statistics object will allow to have the date of the last voting activity of each account.This can be used to fight voter apathy by alerting in the wallet to users that don't vote since some time.
So it can bee used standalone but it also serves as a part of bigger changes i am making to the voting system of peerplays.
