Undocumented Legacy Power from 1.5 and 1.6 Era

It came to my attention that there is an Immortal power that is currently undocumented and to my knowledge not being used. If I am wrong about this, can you explained how this power is being used?

It should only come into play when you're starting with an old db, if you spin up a brand new Penn game you shouldn't get this power any more.

Just as a FYI, I tested this on a fresh git clone and the power is still there on a new game. Maybe we should just document it as a legacy power and move on?
