Thanks for this -- I was using the following in a shell script to get around the URL requirement:

here="file://$(realpath .)/$2"

Essentially turns the filename into an absolute file:// URL.

We could do that in Python too, but it probably makes more sense to open local files with the open syscall than a urllib socket.
