どこまでがテンプレの実体で、どこがコメントなのか、ぱっと見で分からないので、削除した方が良いのではないか、と思います。
テンプレ中にコメントが入っていると、たまにパースに失敗して意味不明なエラーが出ることがあるのと、社内でこのテキストを使った時に「分かりにくい」という意見が出たので、消した方が良いのではないか、と思いました。(かなり前に、Perl入学式の slack でも話題に出して、概ね同意をもらっている、という認識です)。
