/src/README.html - wrap in new template

I know this is generated separately, but if possible would be nice to get the new page wrapper on as it is the only top level page that doesn't have the new design.

We could do something similar to SITES.html for the generated bits. Or actually ... I could have the generated bits just do a .json file similar to what we do for cpan-stats.json and then you can format everything appropriately.

the .json approach sounds most flexible - let me know when there is a .json file to play with (I'm not sure which bits are generated).
