Compiling as x64 breaks the filesystem

What steps will reproduce the problem?
1. Open the Textfixture project
2. Set the CPU type to x64
3. run the aggerror.test

aggerror-1.6...
Error: unable to open database file

Tracing indicates that C#-SQLite thinks the file is write protected

Related to FileLocking API under x64

I have a fix for this issue and in preparation for issue 33 
(SilverLight/MediumTrust).
I am attaching the file, so somebody might take a look and check it in (while I 
get
permission to checkin myself)
