GitHub Actions, process exits with exit code 2

I am running pest in CI currently using GitHub Actions, and using a composer script to run my test suite. This looks like the following:

When running locally, my test suite will run with no issues. However as soon as I get to CI, I get a big output as if the command is not recognised:

  --extensions <extensions>   A comma separated list of PHPUnit extensions to load

Miscellaneous Options:

Pest Options:
  --init                      Initialise a standard Pest configuration

  --group=<name>              Only runs tests from the specified group(s)
