Update queue total after resuming unacked tasks

without this a queue that resumes tasks will have an incorrect total, resulting in inaccurate results from empty()

This also removes Python 3.4 from appveyor.yml because it reached end-of-life on March 18, 2019 and the greenlet test dependency no longer successfully installs.
