Python Script to generate IPR UTD Data XML files from CSV input files.

** Specifying your input file **

In the SETUP.cfg file you can insert the file name (or path to the file if it is placed in a different directory/folder)
of the file containing the raw data for processing. 

The Python script will check (1) if this is done correctly in the config file and then subsequently checks (2) if the
file specified actually exists. If either of these cases are false then the script will exit with an error message. 

** INPUT CSV FILE **

To make this script usable by a large number of people we thought that it would be best to avoid database specific 
connections. Everyone will have different databases, different schema, different ways of doing things. 
The Python script assumes everyone who wants to use it can create a CSV file of the data they want to produce IPR compliant 
Up-to-date data in XML format for. 

The CSV input file then is HOURLY means

Station/Location, mean value, pollutant code, HH:00 MM DD YYYY
