Ensure jtreg tests are updated and review any test failures after the modular build.

First tests on debian after some minor updates (to be committed shortly) to get tests running.

Fixing jtreg test failures required updates to the modular build for missing service providers.

Other failures related to windows path or environment issues.

The cause is unknown for the remaining two test failures on Windows at this time:

net/jini/jeri/ssl/UnitTests/TestRMI.java: Performs user-level tests defined at the RMI level.
net/jini/jeri/ssl/UnitTests/TestRMIHttps.sh: Performs user-level tests defined at the RMI level over HTTPS.

The jtreg tests identified an issue with ConfidentialityStrength constraints.  Fixed.
