For compatibility with environments where JNA 5 is used, such as certain IDEs.

This is a work in progress because additional modifications, at least to packaging, are required. As it is, this code attempts to use a class that is not available from the declared dependencies (i.e. JNA 4).

Fixes #2690.

The problem has returned in DataGrip 2023.2 (see https://youtrack.jetbrains.com/issue/DBE-18571). I'm still not entirely happy with this, well, hack, but would it perhaps be acceptable to include it in pgjdbc anyway? It works in the JetBrains environment and does not really hurt anywhere else because if it cannot get ManagedSecBufferDesc it just falls back to the SecBufferDesc that is available via waffle-jna 1.9.

This commit makes pgjdbc code compatible with both jna-platform 4.5 and jna-platform 5.x
The reason for the change is that SecBufferDesc was improperly typed in jna-platform 4.5,
so they suggested completely drop the old constructor.

Now we try both constructors, and use the newer one.

I am afraid it would take me a lot of time to test this change, so I would appreciate if someone could help with testing this.

However, the code change itself seems to be straightforward, so I guess it should not break.
