I think it is not have worth create contrib directory because it should became global application metadata. It is not Fedora specific rather should be helpful for all distributions.

But off course you may move it in any place.

Great. I'm not quite involved in packaging softwares on Linux distros so what is the purpose of this file?

Main reason to in software agnostic way present you software in software collections, listings, applications (like package managers).
