Numerous Mobile VO issues

Problem Description
For phetsims/qa#689. Mobile VO is not being supported for this sim. However, before QA was aware of this we did some testing and found different problems. Both @KatieWoe and @Nancy-Salpepi saw slightly different, but related, issues. I saw difficulty in grabbing the balloon, especially more than once. I would double tap and drag, but would usually get an odd noise. Sometimes it would work once, but stop working once I let go.

There were periods of several minutes where everything worked pretty well. Then I would see the same problem as @KatieWoe. Also sometimes instead of making that strange noise, VO would head to the top of the screen and read out the time and move along the top toolbar to the battery. I would then get stuck on the battery without being able to get off.

In this video you can see that I'm able to move the balloon without issue twice in a row but on the third attempt I can't. In both videos I noticed that it occurs when the balloon is on the sweater.

Thanks @KatieWoe and @Nancy-Salpepi - Indeed, we are not going to publish this sim with mobile a11y at this time. But it is helpful to have these documented to start with for when we do decide to work on it.
