Hookes Law - publish 1.1 with TypeScript, dynamic layout, Preferences

The 1.0 branch is ancient, created on 10/21/2015. That has resulted in recurring MR hassles. So a new PhET brand version will be published, which will pick up these new features from main:

• TypeScript
• dynamic layout
• Preferences
