Add icon and splash support for local builds

Overview

At the moment, PhoneGap/Build uses config.xml to specify the icon and splash screens. However, local builds require the user to manually move icons and splash screens to the appropriate directory under /platforms/<platforms>.

Task

Local builds should support icons and splash screens specified in config.xml.

I definitely plan to implement this feature. However, I'm currently focused on fixing issues over adding new features. Regardless, I'd like to add icon and splash support soon.

In order to add these features, I'd like to see the code contributed to cordova-cli instead of phonegap-cli. By doing this, the phonegap-cli will naturally benefit along with any user of the vanilla cordova-cli.

We've already got two issues in the Apache Cordova issue tracker to track these features: CB-4387 and CB-4388.

So, I'll set this issue as blocked until those are resolved. Once resolved, I'll update this issue and life will be awesome :)

Icons and Splashes are now supported by Cordova:
