UX : Add Favorites section to main navigation for users with role viewer #4104

As user with role viewer, I want to be able to use the main navigation to access the favorites section.

Acceptance Criteria:

Add "Favorites" to the navigation for users with role viewer

graciousgrey added the enhancement label

graciousgrey assigned lastzero
