This demo loads super slow, I think a proof-of-concept should be much simpler.
To avoid possible future migrations I recommend thinking of nested tags, something like Evernote's concept. Regarding the UI finding photos by tag could be integrated into the search bar. Adding/editing tags could be implemented several ways, worth investigating the best practices first. I think a tag cloud like the one you linked isn't a necessary thing just a fancy extra feature. I think most people would prefer a powerful search instead. What do you think?

Well, a tag cloud using existing components is quickly implemented. Search already searches for tags, there is a separate ticket for improving the API (should be similar to GitHub, e.g. "tag:cat"), see #2.
