When only one of the tables is missing, there seems to be no way to auto-create this.

Could you try the latest 5.1 snapshot ?
In my testing if the configuration is made correctly you can now fix the missing tables

Ref: #16906

Edit: it only works when all the table names are defined in the configuration file
