DHCP Settings - add option to ignore unknown DHCP clients

What does this PR aim to accomplish?

Add user interface controls related to the new option: dhcp.ignoreUnknownClients

NOTE:
This PR needs pi-hole/FTL#1980 and should only be merge after FTL PR is merged.
