Add github actions

• Add github actions CI job.
• Update tox envs to work with github actions and include the existing linting that was done on Travis CI.
• Run black with existing legacy settings. We should update black when removing support for end of life Python versions.
• Fix existing pylint issues.
• Remove Travis CI config.
