A more refined notion of going to Trial, with a cleaner definition of Guilt.

EDIT: For clarification, this will basically make it possible for Jury to declare someone Guilty without the need to take points away as well.

Cue me figuring out all the ways to say "I voted before I was allowed" in Japanese:P

This was referenced May 31, 2016
- The Verdict of the jury is two-fold, first the guilt of the defendant must be established, secondly the punishment.
- The jury shall first decide if the defendant is _Guilty_ of the offense or _Not Guilty_.
- If no consensus on the guilt of the defendant can be established, then a majority vote will take place. If the
majority vote is non-conclusive, the defendant will be declared Not Guilty.

Through trial, players can end up with a negative number of points atm. I guess I'm okay with that.

Although technically speaking at that point it might be best to "get out" and "get in" of the game to restart with 0 points ;) As there is no "inactive" state of any kind ;)

With 3 votes in favor, among 4 players, a simple majority has been achieved, so by rule 203, the suggested rule-change is adopted. As prescribed by rule 318, I will merge this pull request.
