Consider bundling the latest olson timezone database
We should be able to:

parse olson tzdata ourselves
convert timezones with second accuracy (as needed by kathmandu)
check which short tz names are plausible for a given offset and time
convert back and forth between offsets, short tz names, and proper tz names
