Phalcon project template

Based on the template generated using phalcon project from the Phalcon DevTools with:

• Bootstrap integrated
• Addition of an error controller to handle 404s
• PostgreSQL set as the default DB
• Namespace usage
• Addition of a service (Phalcon "Plugin") layer
