Fetch Vimeo User

1. fetchuser.py crawl the vimeo users and do the entry in the database.
2. user.csv file contains the entry of 5000 users
3. database is mysql with username root and password is abc123
4. vimeocrawl is django app that have a logic and models for searching the entry in the vimeo database
