Toggling diseases doesn't toggle them for files in the tileset directories. #123

- updated the GUI so it's more intelligent and figures out if it needs
to modify the graphics pack files without an arbitrary setting. since we
can't trust the human, no we certainly cannot.

- added a new development tab to the ribbon (only available when the
debugger is attached) to run tests and export the settings)

Thank you very much for the fixes here!

As an aside, is there any chance we can have the GUI search over the creature_* files as well? Having rabies stay in the game when diseases are disabled is a surprise for many users (including myself), and it'd be awesome to have these disabled as well.

To help in testing, you can git cherry-pick pjf/no_rabies if you want to add a commit to your local repo that adds !NONEWDISEASE! tokens to the relevant creature files. (You may have to git fetch pjf first.)
