bazel: copy in the LooseVersion implementation from setuptools to work under Py 3.12 #107

Python 3.12 no longer installs distutils/setuptools by default, but also I don't think we really want to deal with creating a virtualenv in the Makefile just to run the python bazel wrapper. Since distutils is BSD licensed, just copy in the 100 line definition of LooseVersion
