Add Rule Suggester for Linter to Help When Disabling Rules #772

Fixes #727

Changes Made:

  • Added an editor suggest that should help users search for rules by name or by alias and help fill them in for them when disabling rules
  • Added language strings for the word 'All' in all current languages using Google Translate
  • Refactored logic around getting disabled rules and getting YAML text
