Anim transition with exit time of 1 is not triggered when conditions match after non looping state has finished #4427

Repro steps:

Hold P to transition to the punch animation
Wait for the punch animation to finish
Release P

Expected result is that the graph should transition to the Idle state as the punch state has reached the end of the animation and is at exit time 1

Related to #4426 ?
