Add package release support

Since Plone CLI supports creating a package, perhaps it should support releasing an egg.

or maybe

plonecli publish

I wouldn't add this to plonecli, but as zest.releaser does the job.
If there is a big interest in having it in, then maybe only as a wrapper around zest.releaser ;)
