Bump prefect to v2.8.6

Summary

• Bumped prefect to v2.8.6
• Updated vendor image regex since it was accepting v2.7.9-xxx but not v2.8.6-xxx
• Bumped chart dependencies to latest versions

Test Plan

Tested on our dev instance:

• Fresh installation
• Upgrade from v2.7.9

• No images hosted from dockerhub
• Are dashboards present to understand the health of the application. There must be at least 1 of these

  • ideally also have at least cpu/mem utilization dashboards for webserver tier of the app
