Test whether salt-minion service is enabled prior to install #261

Watchmaker is testing whether the salt service is running, but not whether it is enabled. Goal is to maintain the prior state of the service:

  • If it is enabled before install, enable it after the install
  • If it is disabled (or not present) before the install, disable it after the install
