Also wrap the inline-toc in an accordion to save some space. Remove some of the unneeded javascript. Fixes pmd#4521

Make sure, to test with the latest PMD version.
Description:
The sidebar on the doc website behaves weirdly on mobile and in narrow windows. The sidebar ends up behind the main text body and is not clickable. It also makes the text harder to read
