Automatic releasing

There are no new functionality since 2 years, but I manage to properly setup my local env for packaging.
I replace tools used previously with the approach proposed in the book Publishing Python Packages: Test, share, and automate your projects

Test now are run agains installed package, only src directory is distributed within package.

Let's see 👀 whether new package will be published on PyPI.
