We have sites for which we've configured the "MembersCanShare" setting to be true.

When we apply a pnp provisioning tempate in which a "WebSettings" section is included without the MembersCanShare attribute specified, the setting is reset to false.

Our general expected behavior for PnP provisioning engine is not to touch settings/configuration if not explicitly specified
