What happened?

I have successfully deployed the "react-command-change-page-layouttype -" package in my Appcatalog site and added the same on one of my site, but when I am selecting any Article or Home Page the "Change Layout" button is not visible in the Site Page gallery, any help will be highly apricated.

Steps to reproduce

1. Build the Package, deploy it to AppCatalog and it to one of the site
2. Create some Article pages and select them from Site Page Gallery, and look for the "Change Layout" button but it is not visible

Expected behavior

Actually the "Change Layout" button should be visible there.
