This seems to behave as expected.

In hybrid graphics mode, the Steam program defaults to launching with the (nondefault)dedicated graphics card. Launching a game from Steam will then in turn have the game use the (nondefault)dedicated graphics card as well.

Launching Steam with the (nondefault)dedicated graphics card uses about 20MiB of memory from the GPU, which at least on modern GPUs, is quite minimal.

My only question is whether we were planning to continue packaging and offering this instead of transitioning to flatpak.

My understanding is that the reason Steam works so well in Pop is packaging and optimisation work Michael has done. Optimisations that can't be done in flatpak.
