Add B9PartSwitch dependency in CryoTanks.netkan #138

Without this, CryoTanks will remove resources from stock tanks.

If you'd prefer, we could assume ownership of the netkan metadata on the CKAN side as well.

This will resolve KSP-CKAN/NetKAN#9894

Without this, CryoTanks will remove resources from stock tanks.  It's pretty surprising this has gone unnoticed, but perhaps people usually install B9PS as a dependency from something else.

@JonnyOThan, you can close this now. This unmaintained metanetkan is no longer in use as of KSP-CKAN/NetKAN#9964.
