You need to secure the platform no matter what, even if you don't have a COE.

However, securing the platform / installing the "Starter Kit" does not mean that you've done what's necessary to actually adopt, manage, and govern the platform. COE Starter Kit ≠ Center of Excellence, and vice versa.
